Speyer – city of administration
The city of Speyer (Rhineland-Palatinate) is located besides the famous River Rhine and was founded more than 2000 years ago as “Noviomagus”. Moreover, 5000 year-old findings bear witness to earlier permanent settlements in the area of present-day Speyer. This even means a long history of city life linked with Roman and European history: Kelts, Roman soldiers and the Salian emperors, which built the Romanic cathedral, came as travellers or conquerors and coined the townscape. In 1816 Speyer became capital of the district of the Palatinate and has been a lively city as well as an important headquarter for regional administration ever since.
Speyer University
The University was founded in 1947 by the French occupation authorities as a state academy for 
administrative sciences. In 1950, a law passed by the government of Rhineland-Palatinate reaffirmed its status as an institution of public law with legal capacity. As a result of a special agreement in 1952, the national and the states’ (Länder) governments assumed joint responsibility for the University. After the German Unification, also the ‘new’ States (Länder) acceded to this agreement.
In December 1997, the University adopted its current name
of “German University of Administrative Sciences Speyer”.
The work of the university covers three broad activities in the field of administrative sciences:
- postgraduate education;
- in-service training and
- research.
EMPA Programme
The Master's course at the German University of Administrative Sciences (DHV) Speyer aims at providing future civil servants and young executives with an understanding of the duties and requirements of present-day public administration. During the programme, the participants will acquire the necessary knowledge and capability to fulfil cross-divisional functions (organisation, personnel, finances etc.) at different levels of administration (central, regional, local) and in different policy areas (economic policy, social policy and employment policy etc.).
The EMPA programme is an optional part complementing the Master's programme "Verwaltungswissenschaftliches Aufbaustudium" at DHV Speyer. For foreign students the aspect of multilevel-governance in the German Federal System and the special role of law in administration can be of particular interest to foreign students. A semester in Speyer will sharpen their view for differences and similarities in structures, processes and cultural backgrounds of public administration in Europe and the European Union.
Most of the courses are taught in German language. However, in nearly all courses it is possible to write your final course work in English.

Exchange
- Speyer can take up to 10 students in total per semester.
- Since most courses are taught in German, a good command of the German language is necessary. This can be proven by either the "Deutsche Sprachprüfung für den Hochschulzugang DSH", which is set and held by the University itself, or the so-called "TestDaF" (Test in German as a foreign language for student applicants), which is held three times a year at certain Test Centres in the home countries.
