Rotterdam - academic laboratory
The city of Rotterdam is a modern metropolis that has the largest port in Europe and is home to over 160 nationalities, including 50,000 students, as well as many multinational companies. EUR plays a prominent role by making substantial contributions to Rotterdam and the surrounding region in such areas as healthcare and economic and socio-cultural development of the city Rotterdam and the region as a whole.
Erasmus University Rotterdam (EUR) is an international spawning ground for critical academic thinking, driven by a strong focus on current social issues. Our focus is on management, organization and policy in the public and private sectors, as well as on medicine and health care.
At EUR, education and research fall into three domains, in which the University enjoys international recognition. The cohesion in domains is conducive to multidisciplinary collaboration in education and research: where disciplines meet, knowledge is advanced.
Students are equipped with a keen analytical and theoretical understanding of the international dimension of modern governance, providing a strong basis for many professional roles in international institutions.
Central to our educational philosophy is the idea that students of public administration, whether as full-time students or as practitioners seeking post-entry training, ought to be trained in such a manner that they are adequately prepared to meet the changes and challenges in contemporary governance, both in the Dutch and the European (indeed, in more general terms, international) contexts.
The Department of Public Administration offers two master’s programs:
- Master of Public Administration, which is a one-year (60 ECTS) program at the Faculty of Social Sciences. The language of instruction is Dutch.
- Master of International Public Management and Policy (60 ECTS), which is being taught in English.

Information for incoming students
English-speaking exchange students
Incoming exchange is preferably organized in the 1st semester, during which 5-6 students can be hosted and they can obtain 30 ECTS choosing from a range of International Public Management and Policy courses in English. In the 2nd semester, fewer English language courses are offered (15 ECTS worth), since the 2nd semester is geared to the final research project that completes the IMP-program.
Dutch-speaking exchange students
Dutch-speaking students can, be offered the opportunity of participating in the side range of Dutch-language courses of the MPA program.

The EMPA-program is available for both MPA and IMP-students. Visit the website of the International Office of the faculty of Social Sciences for outgoing exchange students for more detailed information regarding the possibilities of exchange. Please bear in mind that master’s level students of the Department of Public Administration of Erasmus University Rotterdam can go on exchange only within EMPA network. Please ignore the information stating that exchange is only possible at bachelor’s level – EMPA exchange is an exception to this rule at the faculty. For the rest the same rules apply as for the regular bachelor’s exchange students. Please mind that Erasmus exchange
